We don't use it. Drag and drop has worked for me in Win 7 64 bit up until the PowerBroker app was installed.

I can't find anything on their site about issues with Notes.

On a side note, I also use an app called Greenshot (open source, used to take screenshots, AWESOME app). I run on a two monitor setup. Greenshot allows me to set an area to grab via one hotkey, then repeat that grab using another hotkey. The app won't grab data on the secondary screen if you're not running it as an admin. PowerBroker took away my admin rights for Greenshot so that borked my system. My suspicion is that there is some OS level dll involved in drag/drop operations that needs admin permissions and unless/until we find that dll, the functionality is lost in Notes.
